Big gun profession lvl 3...?

Can anyone confirm if Big gun lvl 3 profession is working right now ? Is the BoS trainer Peter here ?

I believe it is working fine, but the problem is that the brotherhood guards are trying to shoot you on sight, so you can't talk to them due to invisible barriers that prevent them from using their miniguns.

i can't see any guard in lost hill  to talk, is it bug ??  :'(

to craft improved flamer need flamer and Improved Heaterchamber.  but i can't see improved hatchamber in my craft list, i already learn bg lv 2.
