No it's not extreme. Some months ago people blocked the door of stores ect. so people couldn't leave the building. Those people had 2 chances:

1. To shoot the blocker and getting killed by the guards (Which was the blockers goal)
2. To stay in the building until the blocker is bored

Not anymore. If someone is blocking a door now, while standing over a so called "antiblocker", you can alt-click him and use the "push" button to push him away.

Could those antiblockers be implemented in guarded mines? (with longer waiting time)
Today we stood for about ten minutes waiting for two a**holes to move...
