Russia and Ukrain can't play in real time

People from Ukraine and Russia can not just play, ping jumped up to 7k and above, play in real time is not possible, just turn base. Go through the city from point A to point B lasted 15min. Seconded. 5k-15 ping daytime. It was 160-250 before 1st april wipe (or may be 31 macrh patch).
