Getting Killed by Guards (for no reeason apparently)

Ok, so, in Vault City, I was trying to tell the guards at the inner vault city to let me in, because im a good outdoorsman, and i can teach people stuff, etc bla bla


Anyway, he said that it's ok to go in, and when I tried to open the gate, all the guards opened fire on me and took my things


Why?

PS: is there any way to get my stuff back?

i have some problem in NCR. it not happened before. I don't shoot NCR caravans or other.
...
And server also very lagged. I lost my .223 pistol and CA mk2 after lags. just i see self in NCR dead, when i go to market and find myself in town dead in bluesuit
