I don't understand, I've got 90% outdoorsman, and yet I get more random encounters than when I was level 1 with 44%


Am I missing something or this isnt how it works?

as far as i know outdoorsman gives you the option to choose if you wish to enter an encounter or not, you won't get more fights, it might be easier to find people in the wasteland.
