NPC faction mechanisms (reaction of the patrols on encounters)

STONEBALLS:
The point of discussion is how patrols behave on encounters.

Im a VC citizen. When i encounter VC patrol and Gecko caravan patrol doent do anything to prevent them from killing me. Why its so?

Why they only defend me from raiders and other bustads? And what will they do if a player will shoot me in their sight?

agree on that , expecially since there is no way to tell what faction member one is why this penalty exist ?
