ncr is set noobie spawn town

since ncr is he best place for noobs to lvl in, i think they should start neer ncr
it wouldent be much trouble, and it would make people like this game alot mroe. why go acrosss the map with only 32 outdoorsman just to meet a frend?
also, make  bigger, multi story hotels, like 50 rooms

NCR is already overcrowded, and VC and Hub are good starting towns too. Actually VC is much better than NCR, because there is a quest there giving you access to train stations.
