Fallout Tactics SPR File Format

I need some input on this. I cannot find any clear documentation over an spr file, yet there are programs that can edit spr and use them. The FOnline engine uses spr files, but I cannot find it in server/scripts folder. I think it is embedded in the Client exe (FOnline.exe).

There are two sources on where the documentation lies, the source code for spr2gif and the Fallout Wikia. spr2gif is written in some pascal code, so it is very hard to translate it into C++. Fallout Wikia's documentation is incomplete.

Basically, I'm asking how you, the developers of FOnline, were able to load FOT SPR files into FOnline, good documentation, and maybe a code snippet to parse the format for an example, if it is not too much to ask. I want to try something. :P
