Town Control

Hey all !

So i'm wondering: how many members do i need to control a town ? I mean, is there a minimum number of players who have to be near me, to take control of the town, or i can take it by myself (alone) ?

I planned to modify any limit so anybody can try to take control of Redding or Modoc for example ^^ .

As i was playing TLA & not 2238, i don't know how this 'town control' works...
