Mouse-over Awareness (without Awareness)
The Good Doctor:
You know how you can mouse-over people to see their HP/Armor/Helmet/Weapon once you have Awareness, right?
You should be able to do that without Awareness perk, it's just the perk gives the details.
For example:
When I mouse over Guy A with Awareness, and I see:
15/207
No Helmet
Combat Leather Jacket
Laser Pistol
Now when I mouse over Guy A without Awareness, I should see:
Almost Dead
No Helmet
Jacket
Handgun
Not having Awareness gimps you a lot already, but because you can't even mouse-over people it gimps so much more since you have to click-and-hold examine during real-time combat.
+In addition, this could open up the possibility of raising the Perception prerequisite for Awareness, so that less players could get Awareness.
One thing I do miss about one of the older sessions was the role of Scouts: people who took the Awareness perk.
Having Awareness so easily obtainable now, everyone gets it and everyone's basically a Scout.
But this part of the suggestion is just my personal preference.

Hmm yeah this sounds good.

Useless because graphics already tell you the same thing.

Still a good suggestion for the part about health info.
I think that's the way it worked when player mouse-over-ed enemies in fallout tactics too :)

Mine too. More tactics, more character diversity.

Yes, I was thinking the same thing.
I did that just for consistency between the two formats, so they'd both have 4 lines.
