marshall from Gun Runners and efffects questions (3 total).

the underground:

* What do I need to talk to Marshall from the Gun Runner? I got the messanger quest from Jacob, but he won't let me deliver it becasue of my sg skills (or lack of).
* Is there really an effect in pink hair?
* Does necklace have any effect?

The Good Doctor:
1. At least 50% skill in either Small Guns, Big Guns, or Energy Weapons to be able to talk to Marshal.
2. No.
3. No.
