So... I assume you will probably say: "no chance", since developers boosted the PE of supermuts, best case, up to 10, worst case, up to 15.
Means, the maximal FoV of a mutant is 50-75, should they just stand facing forward me. Assuming i use a StealthBoy, which gives me 300+60=360 Sneak and every one of them use a Motion Detector, means, all i have to do is not to get in the proximity that is less than 15 hexes and 40 hexes when i get detected and they close in to burst me with their Avengers (35 hexes) or blow up to Moon(40 hexes).

I don't even need to get inside the facility at first try, just gather some intel about patrol movements (if there is any) and exit location.

Or have they a magical eyes uncovering everyone and stand still in every strategical place, preventing the RP of Solid Snake?

Too late for a sneak lockpicker, also sneak is capped at 300.
