I skimmed the article, it only says "soem time after 2242."
The BOS should have been more carefull in their plans; Hide the materials needed (blueprints) in an off-shore base, like san C Island, etc.

Bro,If you hate that this happened so much,then go buy/illegally download/rent Fallout New Vegas and play as a 100% fuzzy cheeked good guy.There is an ending where NCR and BoS become allies or something.
