Yes, but you have to wait until the cooldown period expires.

Well the Gunrunners themselves say don't bother coming back if you lose it.  I however don't know if there is like a time limit you can wait and try again.  I would think there should be, wish I had more info.

Edit:  Dark got it a second before I posted.  So there is a way to do it again you just have to wait a bit.

1h (real time) cool down since last report of  package delivery

i get killed with that package when i was only Lv 8 (bug or not ? at such low level, i couldn't normaly get the package)
but now, as i grew Lv 15, the marshal refuse to give me another chance
is it forever now ?

i died countless times in attempt to reach the mariposa adv workbench and the GR's one is almost my only chance to craft real stuff

A small tip to raise your karma with Gun Runners when it's negative.

Go to the trader (the small guy) and trade him 1 cap against nothing.
Each time you give him 1 cap you'll have +1 karma with Gun Runners.

2 things:
- this only work with negative karma (unless this has changed last months)
- if you trade 50 caps against nothing, you will have only +1 karma; so trade only 1 cap several times
