Maybe the issue should be mobilizing current player base, rather that bringing new people around. If they're gonna stick to playing fonline single player nothing will change. Apparently majority of people playing 2238 are casual players that can't afford the time required to gather gear needed to participate in pvp. Seems like the treshold is set to high, and these people will just avoid interaction with other players, because they have too much to risk. Ideally if you have 2 hours of free time for playing at the evening you should be able to spend most of it on interacting with other players with some minor time wasted on farming. Obviously, right now its not the case. If you're new player you're gonna loose your stuff frequently, and if obtaining it takes most of your time, well you'll just probably resign before you will get the grasp on how the things work. Besides, players outside big factions have almost no access to drugs, other that cigarettes.
100 people is more than enough to have fun, but some changes need to be done, to allow more players to partcipate fully in what the game has to offer.
tl;dr - reduce grind to utilize the more casual part of the playerbase and bring more people to the game
