Small Turn Based mode changes

A lil suggestion

first: ablility of using ~cuttheveins command while on any hp in TB could help stuck players / finish senseless conflicts

second idea: while you meet someone on desert, while in TB fight, you can predict his further movements just by looking at the behaviour.
Basically someone aiming at you is your enemy, while someone willing to go away becames neutral.

Expression of that could be used by contouring people who have CMBT button unpressed as red. (White name, red contour)
ofc someone might want to lie bout his motivation (press combat and still shoot) - but thats how the world is

behind some more information bout the situation, it would help TB at all - cause we would know which trolls/blockers we need to get rid of
