Become Vault City's citizen then cannot join any gang?

I cannot not join my friend gang because the computer said I already joined a group. I didnt join any group except being Vault City's citizen. Is it the reason? How can I quit Vault City?

Yes, if you are member of VC you can't join any gang. I'm not sure how to leave VC but I think you should have terminal there somewhere and use it to leave VC faction
