How average Evasion is good if I didn't tag it? I have 110% so should I improve it?

For those still looking for this mofo Eli: I've seen him in Klamath, Redding, BH, VC so far so my guess is he travels pretty much all over the wasteland. He can be easily spotted because he always stays at the entrance of the town, it's a black man with red shirt skin wielding a knife often singing some silly songs in pink font.

1. Is it possible to fix the auto-cannon in base which you bought from NPCs?
2. Is there anyway to join Enclave or BoS?

1 - which autocannon? If you have one on your base, it's useless, anyway, since only characters registered on the base can enter it.
2. No.

See previous page: it ONLY starts giving any effect after 110%. Combat-effective Evasion is 250% and higher, so if you didn't tag it, it's useless.
