Can someone explain how to do that?

you keep transmitter in your inventory, go to the desert, find an encounter map (empty) with tents, one of them has a hole, you go underground, use transmitter there, voila. store your items only underground

Not necessarily with tents. There're about 10 or 12 maps with holes, graves or wells.

Saying "transmitter" do you mean radio?
