Energy build vs Small Guns

Out of curiosity what do the typical builds of energy weapon and small gun builds look like?

What are the advantages of these two options.....

I know energy ammo+guns are harder to craft so I am going to assume they are better

Energy weapons are good PvE and against people wearing leather armor. Higher base damages but no AP except on the magnetic laser pistol.

Small guns are better against armored targets because a lot of the ammo has -AC and -DR modifiers.

All metal armor has ridiculous laser resist, tesla armor makes all energy weapons useless, and combat armor has a decent laser/plasma resistance.

And since you get no armor piercing plasma shots, small guns works better.

Any idea how much int a small guns build should run? Also I am trying to decide between 10 agi,luk or per or 6 luk,8 per,8 agi
