Be warned, that if you want to buy this base, you have to retake the town from the controlling gang. Because they have campers and lots of guards there. Sounds unfair to me, because you even do not have a faction for the job.
Kinda sucks when you learn it the hard way... :(

2 questions:

Is the quest only available for people who aren't in a faction? I have a beer in my inventory but I can't give it to him.
Is the base for free after you have made the quest or do you still have to pay?

The quest just activated the base seller. You can do it whenever you want to. The beer is bought via dialog screen.
