How much skill does the thief needs to steal gatlings? is 200 enough?

You cannot steal a weapon or armor from any NPC or PC if it is equipped, so no steal skill is high enough.  If they run out of ammo in their inventory and weapon and put it away, then you might be able to steal it from them.

You steal the ammo, and then tank the damage until they run out of ammo in their weapons. Keep in mind you need a tanky anticrit build for that since enclave does some really crazy crits.
