can't load the game........

the underground:
ok, so i downloade dthe game, extracted all, dragged master and critter.dat into the file, clicked on FOConfig.exe, clicked on "run" left the window in the default settings, clicked on play, clicked run, and a window popped up that reads:

--- Quote ---The program can't start becasue d3dx9_42.dll is missing from your computer. Try reinstalling the program to fix this problem.

i can give a screen cap if you want, but whats wrong?
