Slightly less aggressive 'Back off' in encounters

I nearly got gunned down because as a merchant was looting a corpse, she decided I was too close and started shooting at me. She's dead, but I'm now worried that whenever I get that encounter they'll be hostile.

So, I suggest that the timer for being too close is more forgiving, and when they attack they don't shoot to kill, just a few shots to scare you off.

Or they don't attack at all and disable stealing from them. Problem solved :/

Also agro is kinda bugged. When I'm targeted by molerat or any NPC, then it comes after me until I'm dead, even when other NPCs attack them.

Yeah, I do hate that. Some molerats are fighting each other but OH WAIT WHO IS THAT HANDSOME MAN I MUST CHASE HIM

Uhm.. Just shoot or kick it for 1dmg and it starts chasing something else again.

blahblah -> I haven't noticed that bug working after the wipe...

And yes, this "back off" shouldn't work when an NPC is in motion. It's rarely a problem, but once I've run half of the city encounter map to escape the Brotherhood patrol chasing pigrats (who, in turn, were chasing me). When I thought I was finally safe, one of the BoS appeared around the corner, ran next to me (saing 'back off'), disappeared around the next corner,  killed the damn rat, then get back again and killed me.

I was more funny than irritating for me, but still it shouldn't have happened.
