Eh, I don't know.  I was told by the developer of this map that it was basically added for the BP hunters out there, who are lockpickers anyway.

Edit: But it's too bad that you can't radio your lockpicker friend in.

Circuit:
Found that instance twice.  Here is all the info I know on it.
About half the lootable containers are locked.  Most of the locked ones just seem to contain level 1 craftable materials.  The unlocked ones can contain the same or HQ parts like metal, alloys and fibers.  Usually find around 22 HQ fibers per encounter.

Was not able to pick lock to office after multiple attempts at 218% skill with +25 lockpicks.

Rumor has it that a crowbar can work on the other jammed office door.
As for key locations, dunno have always found that encounter on my lockpicker.
