You need HQ chems for craft buffout or psycho. But, i have check glow i just found one, they are very hard to find.

 So forget it for the moment, trade small guns or other items at merchants for drugs.

According to the wiki (I can not be bothered to be a doctor on top of a weapon manufacturer unless I want my combat skills to suffer for it) they don't exist in game yet, but I've got no idea when it was last up-dated.
