Back to your question, as far as I know you cannot get the same special encounter on a character that has already gotten it.  I believe that has been stated somewhere in the numerous SE threads, but gl finding that lol.  So as far as I know it's one of each for 1 character.

I assume you are farming lockers by re-entering on the same spot without moving.
This way you won't get any special encounter.

Nah Jovanka I don't do that.  I think way back when footlockers first were implemented someone found out that doesn't work.  And I play tested, finding the only times I encountered a locker at all was when it was an actual random encounter involving anything from rats to centaurs.  I really just have the worst luck.  I've opened over 150 boxes and found a total of 4bps, 2 of which were the same, the other 2 were for fairly useless stuff.  And outta 3+ years I've found one SE and that was 2 wipes ago lol.

just travelling around world map, but in city zone please,it increases SE rate maybe.i dont know.

None of the special encounters is fixed anymore since a few patches. They also aren't one time only now. In the same time, we changed chance for finding them and some other stuff if I remember correct, so they become more special encounters and less generic farmery encounters.
