I made some nuke cola an usede it but didnt get the 1 Ap up. why help please

What is your Agility stat?  Nuka Cola adds 1 point to Agility, not AP. 

Action Points are calculated like this: 5 + [ Agility / 2 ]

This means if you have 8 Agility, it's 5 + 4
This also means if you have 9 Agility, it's 5 + 4.5, but that .5 gets rounded off (basically)

To get that 1 AP boost, that means your Agility Stat must be an odd number to bump the AP up by one.  In the example given, if you had 9 Agility, and drank the nuka it would be 5 + 5 = 10

Basically, your Agility is an even number.  You gained 1 AG from drinking it, but did not gain an Action Point.
