Randomized blueprints given when the char as a very high science skill
Dumb dumb:
When the character have more than 200 in science (or 300), he could get a random blueprint, in order to keep it fair, make it so there's a different chance for every blueprint (High end stuff is rarer than lower one).
And since the wastelands can't be harsh enough, don't be afraid to add blueprints that can't be crafted anyway, it will simulate the stupidity of some inventors.
This way everyone can be happy, blueprints hunters can still do their job, and idiotic people who makes high science characters like me can still gloat around because they can do something really useless.

Better tie BPs to NPC faction reward system.

Well maybe you should be more clear, because I've read and re-read this and I can't come to any conclusion of what you mean besides what Sarakin said. Get a random blueprint from who then once you have X% skill? How?
