Where I can farm small energy cells?

Hi guys, I wonder where I can farm (kill for) small energy cells, from which faction?

If you have a sneaker you can look for press gang vs hubologists near sf and vulture loot or you can farm homesteaders near redding for the cells in his cattle prod but this takes much longer.

Create a TB laser pistol fastshooter, farm near SF

racoon:
steal mfc and exchange it for sec. lvling up a thief takes 30 minutes. its most effective way imo.
