if we have support perks, why dont we have support skills?

Well more or less similar ideas were already in i could bet, but still, if we have support perks, which wouldnt be taken normally, but are gained free for quests/dialogues etc., why dont we have support skills on which no one spends skill points normally, so that people could get by some other way, of course the gain could be limited, and you couldnt raise 300%, but you could raise your skills to let say 100%, i think it would be fair, and it could help characters be flexable and more all around, so less alting would be needed.

how skills could be gained?

Well, there could be different ways, or a mixture of them all, for example:

1. Skills could be gained by doing something that belongs to skill. Science would increase when you science items, for example ten items could raise 1%. Repair would increase when you repair items, steal when you are stealing something etc, first aid when you are healing someone, gamble when you are gambling and etc.

2. Good old fallout2 way, skills could increase when reading books.

3. Doing some quests, that would need related stuff, for example repairing water pump in boneyard could increase repair skill etc.

And maybe you can suggest some other ways :)

I agree on this one, it's just like that one quest when you have to make a 10mm pistol for

that one girl in boneyard, maybe that can raise your repair and science.

but there has to be a max % limit on how much the skill will raise up to

YES!!!!

Every low level character could benefit from having a 50-100% unarmed skill, without being an overpowered unbalanced mess.

This would be as boring and bad as the current centaur and molerat genocide. Just saying.

Truth, but we could make it quest based, however that would require ALOT of quest writing to keep it fresh all the way up.

Agreed.  It would just be more of the same.

The Boneyard Guard quest is a good template for this I think.  The quests don't even have to be that difficult, and could make use of a few of the "filler" NPC's that currently wander aimlessly with no purpose.  As an example, if repair is less than some arbitrary %, bringing a certain NPC 5 broken weapons to "salvage spare parts from" could give a 15 or 20 percent increase in repair.

Well i do not agree about boring stuff, sometimes i do such stuff even without having my skills raised by doing that. for example sciencing shitty tier stuff is good for leveling at beginning with certain weak at start characters, so if it would also inscrease my science skill i wouldnt mind of course...
