WTF I found 2 SE in 20 minutes of one another

Howitzer JUST found DIRECTLY west of NCR.. SAME LOCATION as bomb shelter...

This makes me lean towards GM distribution. BUT WHO CARES I FOUND IT!

If such thing would never happen to anyone, then it could suggest that the special encounters are rigged somehow.

It's not my encounter, but if I may say my opinion, I think the idea that you should get out of every
special encounter burdened with great wealth and treasures is total BS. Special encounter can be
just interesting or unique and that's enough.

Makes me want to make a special encounter where nothing but death and misery will wait for you.

I wouldn't mind super hostile special encounters if there were enough special encounters in general for us to feel a sense of adventure when travelling. Hell make 100 special encounters and give some decent odds at finding them... people will love roaming around again.
