It is supposed to be hard, very hard as that is the most toughest encounter out there with a unique reward. Doing it by explosives is close to zero effort and that kinda doesn't add up to the concept.
My point of view.
TC box = unlimited amount.

if iam right each TC box respawn items while town controling gang is in town, period is 30 minutes, iam not sure about quantities. i believe that stuff from TC isnt realy cheap, since many players have to risk all their gear.
