Stay Out of NCR

I discovered a new exploit and reported it, but I suppose someone else found it out too. I will not tell you how its done, but I will warn everyone to stay out of NCR! People can kill you anytime they want or anywhere they want. So BE CAREFUL.

What is the meaning of this?

An exploit has been found,now PKs can kill people in NCR without getting killed by guards.Only thing it costs them is ammo.

Get a BG merc, make your friend unpro, order the merc to shoot your friend while he's standing behind someone and enjoy.
