New Item Suggestion: Binoculars

When you have them in your hand:

Gain perk: Scout
+2 to Perception during placement check on encounters
Possible increase to outdoorsman as well.

Example: If you enter any encounter while the leader is using his Binoculars, your placement will be further away, simulating being able to scout further up ahead.

Gimper:
I like it. Also more items like a pimp hat to add +1 charisma, worn on head.

A concerned wastelander:
Would also be interesting if it added PE including the increased FOV, making it possible to spot enemy sniper without having natural high PE.

You still coudnt shoot at a longer range than your natural FOV since you would need the binoculars in the active slot.
