4 digits for radio is OK  , Who wants to click a lot of numbers :-*

You must be lucky to find someone talking on radio and figure out whose channel it is.
Radios are hardly used for important things.
You can't steal items by finding someone channel.
Radios allow over 65000 combinations not 9999.

10000. Anyway even 4 digit number is more than enough for that kind of security. (Or should we use RSA for game stuff?)

Assuming you can try 1 number in 7 seconds for every hour of work you would have 5% chance to open the safe. Unless the number can be changed and owner does it regularly (ideally every day) the number adds up and you can be 100% sure that after 20 hours of work (no necessarily continuous, can be done 1h/day) the safe is compromised (but it's equally possible that it will take less than 10 hours than more). If you think it's a lot of time for some people you didn't see much in this game :P

You could use 6 bots and it could go down to half a night of "work". Why stuff should be easy to crack every time player sleeps?

What's worse you can never be sure if someone didn't break you code already and waits for you to put something valuable there (unless you have it in perfectly safe location anyway or change the code often).

...

Then why put locker in base full of thieves, also you can be killed when you taking stuff .  :-\ who want private locker make private tent or base .
This 4-digit code is only because makes safes different, not unbreakable . Also it would be nice to see cars with different colors .

Solution for the safes. Craft-able combination locks.
4 digit lock = 4 metal parts 2 alloys and 4 flint,
6 digit lock = 6 metal parts 2 HQ alloys and 6 flint.
Sound good?

Right, but still it's a lot of work compared to the current situation when you need just 1 second to open the lock. It would be a significant improvement.
...or change the code often).
Good idea, maybe using repair skill on safe would evoke the code change.

Protection suggestion:

4digits + add new merk/slave command "defend safe" when merks defend owner safe  ;) .
When you see dead merks it means somebody try open or open safe. Also bomb can be use for destroy safe , crowbar for open.

Dynamite isn't that good thingy to open the safe. At least if you care about items that are inside it. ;)

Unless the number can be changed and owner does it regularly (ideally every day).
Continuing the idea of universal paranoia: nothing is stopping to add an auto function to change the code after each closing of the safe and telling the new number into the players messagebox.

when i write "destroy" I mean destroy safe and stuff ,too :)
... change the code after each closing of the safe and telling the new number into the players messagebox.

+1 but if you use a lock on the floor safe you have a key, it's the same.

+1, just in my opinion lockpickers should still be able to lockpick the safe, but the successful lockpick result should be different. For example if you lockpick the safe successfuly, you get 2 correct numbers, and then other 2 you have to try guessing or something :) There should be nothing completely safe in wasteland.

4 digit code is enough.

If you want people to still be able to crack safes, implement electronic lockpicks as a rare item or set the lock strength higher for regular lockpick.
