silent death Bursting and Luck

Sorry but quick question, does luck really factor in with bursting + silent death?
does it factor when you're 1 hex bursting?

silent death bursting doesnt work since 8 months

He said,SD bursting was fun but the guys who play PvP way too much complained that it was OP.So they nerfed it.Then people started SD plasma bombing which was even more OP,they nerfed that too.
