Eh, tool and lockpicks are good for boosting your chance to unlock or repair things, not so much making it a requirement...

This whole suggestion is all over the place. It's points are weak, and it's backup; bad also. Terrible idea in my opinion. Just buy your own car or get a lock-pick alt to steal somebody else' car. Ta-Daaa! Problem solved.
