Guards wanna celebrate the holidays too... but personally this just sounds like a shit idea. PvE characters who don't want anything to do with PvP are suddenly gonna get dragged into the bullshit. We all know it'll just end up as PvP apes spawn camping all the entrances to NCR for a week until the guards sober up and get back to work.

Aka End of the World.
Not only this would force NCRers to do something (even if meeting someplace else like maltese falcon) but also keep PVPers happy with a temporary new map.
