Have it in your inventory, it provides boost for your od. Bought with caps from towns from some npc who knows the surroundings. Like trappers in klamath.
As a twist, a map bought from klamath could only boost the OD for surroundings of klamath.

To add even more content, a map could be made by a player himself. To make a map, you need an empty map. It can be crafted from 1 junk or bought from library in hub for 5 caps. A map could also be made out of holodisk.
How it works is that when you use your hand on the empty map, you create for example "Mr.Mapper's Map" depending on your charname. Now you just go to worldmap and start traveling. The more encounters you process: kill all hostiles, the better the map becomes for that square and the squares surrounding that square.
There could also be a special dialog for mapping in unsafe town npc: "Ask about surroundings". The locals will assist your cause and improve your map for the surroundings of the town.

Creative suggestion, but I am not sure whether practical to use.

The issue for quite a lot of players, new players is the distance required to travel across the wasteland, not stick to a particular zone. It's a problem for any character to travel large distances if he/she doesn't have the necessary skill or vehicle, that promotes alts. You can't take the map to get faster away from re-spawn, though you can use an alt to be effective. Also the ability to loose it is discouragement to put it in line of risk, for example, you won't see turn based characters with maps if they are acquired in such a fashion, it simply wouldn't be worth the effort as doing it with an alt on a second client is much better, especially now that something like that can be done without any risk of violation rules. The same principle goes for any farming activity, you can't violate the rules of using another client to help yourself.

I just don't see this item fitting or appropriate the way it's initially suggested.

Permanent buff as a consumable, might as well be temporary or constant increase while equipped, but common to obtain along with general OD increase, not tied to a specific zone. If the buff permanent, could be rare to find. These are ideas witch seem to be more compelling for practical usage to be honest.

OD is useful when leveling and farming. You could for example farm with your bg and choose all encs because the map gives boost for that area.

All encounters? That depends on how much bonus this map gives, how long it takes to "upgrade" it and how large the area is the map covers?

It should be an item that you buy for like 2000 caps... or be a rare item in an encounter...
