Blueprint locker in every urban encounter

My idea is to add the blueprint lockers to all urban encounters just to make BP hunting a little faster.

The whole point of BPs is that you can not get them fast.
This will make BPs a common thing,everyone will have them.

And what about the lockers you can't open, also, everyone wants blueprints.

By time, everyone will have them anyway.

The unpickable lockers were I believe a glitch addressed in a recent update.  However the fact that everyone will have them already is a silly notion.  I have searched rather extensively for a few weeks and have gotten 2 BP's, both regular StimPack bps.  That's a hundred+ lockers, since the in game random dice do not have a memory there is no certainty that people will get anything.  Besides the whole crafting system is still restricted by the fact that even having the bp doesn't mean you can make anything, because you still need the materials and a place to create them, now though that there is very few players it might be ok to go to places like Sierra or Meriposa, but the game shouldn't be designed for low population.  I think the whole system needs a rework, but really having more lockers won't hurt the already broken system.
