Places to find junk barrels other then NCR?

There will be one junk barrel on the oil rig and you have to swim there to get it.

Also you will be able to take only small amount of junk at one time, to avoid drowning.
If searching for junk will be similiar to TLA's, then - wow. At least "scavenger" will be meaning something than just a word.

It's hard enough having to start without a gun when you want to shoot stuff. Now you want me to get to level 3 with a shovel and kicking scorpions before I can make ammo for myself?
That'll be bad... Maybe add 2 bullets to each new gun? Anything?
