Agreed. It's one of the most retarded things and so simple to implement, c'mon Jovanka, give us koolio armor, we can roleplay! I will be the sexxy cowboy that just strode in from the west freshly deputized as a ranger (by chuck norris, ofc) in charge of saving the local NCR harlots (you most definitely can be the lead one, if not I'm sure Kitty is up for it, or down on her knees for it :) ) from a gang of lawless marauders that aren't willing to pay full rates for city whores! Oh my!

Would be nice, although I would add one more thing it would be nice if factions would have their own armors like the combat armors that are worn by VC and Hub would be get a sign that they belong to that group also NCR could use those blue combat armors, but these armors should have the same stats then regular combat armors.
To go back to the original idea it would be good if joining rangers would be possible and this armor is sold by them to their members beside being able to loot them. That could lead to some nice player rangers vs slavers/raiders situation.

The problem here is that Rangers drop no armor at all.
