and what's mean WIPE?

Yeah.
From time to time data on server must be deleted.
But it's pretty seldom and it's a very special event so people can make some chaos, like a real armageddon, especially the ADMINS!

eventually i make new chara.

but though i wandering so many city... no npc are there... just gecko has some ghouls.

Tomorrow? if Wipe is done. everey npc are respawn and this chaos situation end?

If everything is restart. people doesnt kill npc for fun?

I just want shit shovel.and buy hammer and get some ore..

but i cant do anything but punching other pc and died by guard

Damn, every newcomer thinks this is strange maniac game where is 50% PKs, and 40% Ghoul-PKs, they are trying to learn something from this game, but die by radiation and lsw bursts, or ghouls shouting "Braiiins!".
I hope this will end soon.
