Increase encounter rate

You should try Glow.
Even if you don't find encounter, it seems like you already did it.

It doesn't make a differnce if you have more or less outdoorsman unity takes forever to find.
This isn't an issue of outdoorsman its on the development end. Begining of this session unity encounters would come up like the enclave in their squares. But they changed this becuase apparently iyou're not suppose to farm and stock your base up with laser rifles and rocket launchers. And everything has to be more time consuming and more frustrating because having base loaded with gear is not acceptable ::)

...oh well, I guess this is more productive running around trying to find unity vs rogues, gives you the opportunity to watch most of an episode of New Jerseys Housewives without these pesky encounter interruptions. :)

Not exactly. Outdoorsman alone and http://fo2238.fodev.net/wiki/Explorer http://fo2238.fodev.net/wiki/Pathfinder do increase WM travel speed. WM travel speed affects how far from each other the 'steps' {red dots} will be. On every 'step' you have a chance to encounter something (chance is depending on the critters in the zone).
So the lower Outdoorsman, the slower WM travel speed, thus more 'steps' on the way, thus higher chance to encountery something.
