Why high OD does not see what he encountered?

When in group, player with highest outdoorsman warns the leader, but why he does not see what they encountered? Additionaly, he should be able to choose, whether to warn leader or not.

Because he is not the party leader

So he is the one who noticed the encounter and warned the leader, still, he does not know what he noticed. Strange
