Reworking encounters a little bit

Encounters were someone is fighting someone should be very easy to spot, so most of the encounters you are forced to face should be solo gang or creatures waiting for their target. Now you enter encounter where 50 creatures are fighting each other and you do not even spot it, that makes no sense. Even 1 outdoors should be enough for these. So my idea is to make number of people in encounter depend on difficulty to spot the encounter itself.

Something like that. Now people fighting each other, rockets flying, bullets banging and oops you appeared in the middle of action somehow...

Good point, big encounters should be REALLY easy to spot.
It should also be affected by your perception. Somoene with 1pe is bound to get into trouble.
But even he should be able to hear rockets flying and a minigun firing from a distance.

Agreed, should be able to avoid the big brawls like that. Smaller ones where it's like two guns knife fighting each other would be hard to spot and you could wind up finding it (With a higher outdoorsman skill). But large war zones should be easily avoided.
