Because in guarded town you can't defend yourself, you can only leave location or stop playing altogether.In unguarded town it doesn't matter, if you really think there is no difference go and troll with your 20 alts there.You abused character registration feature to avoid consequences of your actions (reputation penalty).That's why you were banned.
