how do u buy base using alts? Describe it please. I can't figure that out

Buying base with alts is easy, you just need to have a desired character you wish to be the base leader(since you seem to be a new player i recommend he has high OD) and he has to have 2 other characters tagging him when you buy the base, or construction worker. So what you do is, transport two level 1 characters near the construction worker in, for example, San Francisco. Place those two characters near the base leader who will buy the base/construction worker and tag him by re-logging. If you are buying a base directly a base will appear around the city you bought the base in, if you want to build a base you will hire a construction worker and lead him to your desired spot for your base and tell him to build a construction site, it will require resources to construct the base, trapper camps are the easiest to make.

It is easier with dual logging or multiple windows, but not necessary if you don't know how.

In addition to T-888 your base leader should have 3 charisma if you decide to buy a DIY base with a construction worker.
Advantage of DIY bases are that they are cheaper and you can decide where to place them.
