What the hell are the GUARDS for?

I just want some explanation.

NCR. Some blue jacketed shit-eater is going to steal from me. I see his actions, I know that he is going to steal, but I'm in a "protected" town, so there are guards, e.t.c. I can't attack him.
So, he steals from me, 4 guards are standing near, nobody cares, THERE IS NOTHING I CAN DO TO STOP HIM from stealing, ok.
He gets "thief" status, there is a big red word THIEF over his head, guards do NOTHING, ok.
He is trying to run away, I follow him (do NOT attack), and SUDDENLY everybody is attacking me and I'm dead.

So, I did nothing, I got stealed, killed and looted in a center of NCR and NONE OF THE GUARDS DID ANYTHING.
What the hell are they doing in game?

You've might got a "blocking" tag, due to lags or some bug. That's why guards shot you I guess.

And try to chill out a bit, it is just a game. Geez, some people ...

Kharaam:
a small tip: if he has a red "(thief)" sign you can shoot at him freely! so maybe you went into crossfire?
but be aware sometimes players pretend to have a thief tag by saying "/s (thief)" this would be also visible in your message box

the (thief) must be pink not red if you want to shoot him.

Kharaam:
let's say it is a bleached kind of red colour, not exactly pink, not exactly red
